How much can a landlord raise the rent this year? 2009 RENT INCREASE GUIDELINE

Each year the Ontario Government announces the province's rent increase guideline for the following year. This annual rent increase guideline is the maximum percentage that a landlord in Ontario can increase the rent for an existing tenant without obtaining special approval from the Landlord and Tenant Board.
Follow up:
The 2009 guideline is 1.8 per cent.
This new guideline applies to a rent increase that begins anytime between January 1, 2009 and December 31, 2009 and applies to most residential rental units in the province of Ontario.

If i did not raise rent on my tenants the last two years can I raise the rent by the combined percentages of the years foregone? i.e. 1.8% + 1.4% + 1.8%?

The wording on this section of the Landlord Tenant Board website: www.ltb.gov.on.ca/en/Key_Information/ seems to indicate that you can only raise the rent once a year by the amount of the current guideline. It does not mention that you are able to "catch up" on increases that you have missed.
